I would like to ask you how regular is this? To the power plant much further away from his town but the station is named after the town and the system counts the coal delivered to it, while there is also a power plant close to his town, but there is no station near it!

yes it´s allowed. Could be that there was no power plant in town. It will be automatically build if coal request has been started. It counts correctly because station was assigned to claimed town while building. In fact to rename a  built station didn´t works.
