In one of the latest updates have the local authorities become stricter? It seems if I buld a station or airport & I don't put a bus stop in straight away that I go to Very Poor status for quite some time ... even when the station or airport is well serviced.

Maybe it's always been this way and I never noticed.

So planting tree's is impossible?; that improves town ratings, and doesn't bankrupt you.

But i think it's always been that way, they don't like losing tiles be it from building stations/landscaping and the bulldozer, there are also other ways to improve the rating.
