At one point Goaty had 10 companies and was trying in vain to restart map and kick anyone who dared to reply.

I can't ensure a lifetime ban, but he needs one.

he's a well known troll. I even have a special IRC alert sound to when this "personality" appears or is mentioned

I´ve changed the votesystem plugin. This kind of manipulation should be history.

only allowing a registered player to start a Vote... totally agree!
not allowing clones (and kicking the clone) it's too excessive, in my opinion!
We have some cases at BTpro that purely play at same company (happens alot), using same connection, and this changes make it impossible on n-ice. Can be BF/GF, room mates or whatever - for some I even demanded a pic proving that were really diff persons. and got some funny pics with openttd on screens (won't share for their privacy, because I only wanted a confirmation).

Anyway, only my opinion: Don't allow clones seems a bit too radical!
