This is a game-breaking misfeature introduced either in 1.7.1 or your patch of it, and I can't progress without it.

Complaints / I cannot bring up the local authority window. On a citybuilder server?

Since either 1.7.1 or the n-ice patch made city names invisible I cannot bring up the local authority window. On a city builder server this is vital.
